We are here to assist you in initial IPA programming: preparation of the cross-border programmes and setting up the operational structures. We will support you to enhance the project preparation capacities in order to prepare cross-border development project under the IPA CBC programme and to support strengthening your institutional capacities to implement the same projects.

Beneficiaries

The Ministry of European Integration is responsible for coordinating EU assistance in Albania. The Directorate of Institutional Support and Integration in the Ministry of European Integration, deals with the coordination of the EC assistance under the CARDS programme, IPA (national and CBC) and other EU initiatives. Within the Directorate of Institutional Support and Integration, a Unit for Regional Cooperation is in charge of coordination of Neighbourhood and CBC programmes at national level. The Unit for Regional Cooperation acts as the National Contact Point for all the neighbourhood and cross-border trans-national programmes in which Albania participates, in the framework of EC financing. It is the main Project Partner for the CBIB Project. 

The Directorate for European Integration has been established in order to achieve the goal of Bosnia and Herzegovina to join European Union, as well as in order to coordinate the work of Bosnia and Herzegovina institutions under the Stabilisation and Association Process.

Directorate for European Integration is responsible for the following activities:

  • Drafting plans, analyses and strategic documents, as well as raising public awareness on European integration;
  • Co-ordinating assistance programs provided by the EU and member countries;
  • Co-ordinating the harmonisation of B&H national laws with the European legal framework (Acquis Communautaire);
  • Co-ordinating the process of translation of primary and secondary EU legislation.

The Directorate consists of three Divisions and two independent units.

Division for the Coordination of Assistance

The primary task of the Division for the Coordination of Assistance is to co-ordinate the assistance programmes provided by the EU and its member countries.

The Division for the Co-ordination of Assistance shall:

  • Co-ordinate the planning and monitoring of the EU assistance;
  • Co-ordinate bilateral assistance programmes provided by the EU member countries;
  • Report the progress of assistance programme implementation to appropriate B&H institutions.


The Division for the Co-ordination of Assistance consists of two departments:
1.    Department for the B&H EU Assistance Programs I
2.    Department for the B&H EU Assistance Programs II

The structure of the The Directorate for European Integration also includes two independent units:

  • Translation unit, responsible for organising and co-ordinating the process of translation of primary and secondary EU legislation;
  • Common and Administrative Affairs Unit, in charge of financial, human resources and general administartive duties.

Ministry of Sea, Tourism, Transport and Development

Prior to January 1st, 2007 the Ministry of International Economic Relations and European Integrations was in charge of coordinating the cross-border cooperation programmes. In 2007 the Secretariat for European Integration, established within Montenegrin government, has taken the role of coordinator. The Secretariat concentrates on cooperation with the Western Balkan countries and the European integration process.
Over the course of the last few months, a series of intensive meetings, trainings, and seminars was held in order to better prepare the Secretariat for the future European integration process. 

The Ministry for International Economic Relations (MIER) is the facilitator and conduit of economic and financial relations between the Serbian economy and foreign partners and the principal coordinator of donor aid.

MIER is also, through Development and Aid Coordination Unit, Department for Management of CBC Programmes, the national coordinator for the cross-border cooperation programmes implemented on the territory of the Republic of Serbia. With the help of the Technical Assistance team, this Department provides help to all the persons/institutions interested in participating in these programmes, on both the regional and local levels, through the following:

  • providing the information flow so as to keep the potential candidates constantly informed on the newest possibilities for obtaining financial funds;
  • supporting the identification and elaboration of the cross-border projects on the regional and local level;
  • encouraging all kinds of cooperation on the local and regional level with the institutions in the regions of the neighbouring countries;
  • organizing info workshops for potential candidates for each public call for proposals individually;
  • organizing training for potential candidates in order to instruct them on how to prepare their applications;
  • providing assistance to those candidates which will obtain funds for the implementation of their projects;
  • creating a group of local experts which will provide help and advice during the application process.


In order to establish a good communication network between the potential applicants and the Department, four local offices have been opened in Vrsac, Subotica, Nis  and Bor.

The Secretariat for European Affairs carries out activities concerning the coordination of the European integration process in the former Yugoslav Republic of Macedonia.

Namely, the Secretariat for European Affairs carries out the following:

  • monitoring and study of the EU policies and legislation;
  • coordination and professional support in the process of approximation of the legislation of the former Yugoslav Republic of Macedonia with the EU legislation;
  • following and undertaking measures for the implementation of the Stabilization and Association Agreement between the former Yugoslav Republic of Macedonia and the EU- building and strenghtening the institutional infrastructure necessary for European integration;
  • long-term planning of resources in support of the integration process in the EU;
  • training of the public administration for integration in the EU;
  • coordination of the network of Units for European integration in the ministries and other bodies of the state administration;
  • programming and planning of the priorities of the former Yugoslav Republic of Macedonia for the use of the foreign technical assistance;
  • regulation of the relations with donors and implementation of the programmes for technical assistance;
  • support to the bodies of the Government, the scope of which is in the area of integration of the former Yugoslav Republic of Macedonia in the EU;
  • management of the process of translation of the EU legislation and other materials in relation to the integration process of the former Yugoslav Republic of Macedonia in the EU; implementation of the Strategy for public communication for the integration process of the former Yugoslav Republic of Macedonia in the EU;
  • setting up, management and maintenance of central database for supporting the European integration process and other affairs resulting from the coordination, support and direction of the integration process of the former Yugoslav Republic of Macedonia in the EU;
  • carries out co-operation with the sectors of the General Secretariat, the ministries and other bodies of administration, as well as the appropriate Services of the European Commission.

The Ministries in charge of the coordination of IPA components are as follows: Ministry of finance, Ministry of Transport and communication, Ministry of Interior, Ministry of Local Self Government, Ministry of Education and Science. In every Ministry a sector for European Integration will be established, which will enable institutional staffing inside the ministries.

Ministry of Local Self Government
was selected and appointed by the Government as a coordinator for IPA CBC programmes.
