Serbia – Montenegro

Under IPA 2007-2013 Serbia will participate in 3 bilateral programmes with Member States: Hungary – Serbia, Romania – Serbia, Bulgaria – Serbia, in the Adriatic programme (programme including Member States and Western Balkan countries), in 3 bilateral programmes with Western Balkan Countries: Croatia – Serbia, Serbia – Bosnia & Herzegovina, Serbia – Montenegro and South East European Space (SEE) transnational programme.

Under IPA 2007-2013 Montenegro will participate in 4 bilateral programmes with Western Balkan Countries: Croatia – Montenegro, Serbia – Montenegro, Bosnia & Herzegovina - Montenegro, Albania – Montenegro, in the Adriatic programme (programme including Member States and Western Balkan countries), and in 2 transnational programmes: South East European Space (SEE) and Mediterrannean programme (MED).

Cross-border programme

Drafting of the cross-border programme started on February 19^th, 2007 and the final draft was submitted to the European Commission on May 31^st, 2007. The document was officially approved on December 18^th. The Financial Agreement between the EC and the participating countries will be signed beginning of 2008 and the implementation of the programme can start after that.

Programme overall objective:

To bring together the people, communities and economies of the border area to jointly participate in the development of a cooperative area, using its human, natural and economic resources and advantages

Priority I	Social - economic cohesion through joint actions to improve physical, business, social and institutional infrastructure and capacity
Measure I.1	Improving the productivity and competitiveness of the areas’ economic, rural and environmental resources
Measure I.2	Cross-border initiatives targeting the exchange of people and ideas to enhance the professional and civic society cooperation

Management of the programme

Both countries will be managing the programme according to the centralised management model. The joint structures are in the establishment process.

JTS will be located in Prijepolje, Serbia and the Antenna in Bijelo Polje, Montenegro.

Republic of Serbia: Raski county and Zlatiborski county

Montenegro: Pljevlja, Bijelo Polje, Berane, Rozaje, Plav, Andrijevica, Kolasin, Mojkovac, Zabljak, Pluzine, Savnik, Niksic and the adjacent areas are: Podgorica, Danilovgrad, Cetinje.
