Bosnia and Herzegovina – Montenegro

Under IPA 2007-2013 Bosnia and Hrzegovina will participate in the Adriatic programme (programme including Member States and Western Balkan countries), in 3 bilateral programmes with Western Balkan Countries: Croatia – Bosnia & Herzegovina, Serbia – Bosnia & Herzegovina, Bosnia & Herzegovina - Montenegro, and in 2 transnational programmes: South East European Space (SEE) and Mediterrannean programme (MED).

Under IPA 2007-2013 Montenegro will participate in 4 bilateral programmes with Western Balkan Countries: Croatia – Montenegro, Serbia – Montenegro, Bosnia & Herzegovina - Montenegro, Albania – Montenegro, in the Adriatic programme (programme including Member States and Western Balkan countries), and in 2 transnational programmes: South East European Space (SEE) and Mediterrannean programme (MED).

Cross-border programme

Drafting of the cross-border programme started on February 19th, 2007 and the final draft was submitted to the European Commission on May 31st, 2007. The document was officially approved in December. The Financial Agreement between the EC and the participating countries will be signed beginning of 2008 and the implementation of the programme will start after that.

Programme overall objective:

To foster the joint sustainable development of the cross-border area, its economic, cultural, natural and human, resources and potentials by strengthening the capacities of human resources and joint institutional networks among local communities and local private and public actors

Priority I

To support the creation of a common socio-economic environment for people, communities and economies of the eligible area

Measure I.1

Cross-border economic development initiatives with an emphasis on tourism and rural development

Measure I.2

Environmental development initiatives mainly for protection, promotion and management of natural resources

Measure I.3

Social cohesion and cultural exchange through institutional and people-to-people interventions

Management of the programme

Both countries will be managing the programme according to the centralised management model. The joint structures are in the establishment process.

JTS will be located in Sarajevo, Bosnia and Herzegovina and the Antenna in Niksic, Montenegro.
